[Ncuc-lac] webinar on human rights - looking for a moderator

We have a proposal by Niels Ten Oever to do a webinar on human rights
following the HR FOI comment

However we need a LAC moderator to take charge of this and help on the
comment. Claudio Lucena was helping too
