Wisdom and EC,

I need to formally request that the ICANN 87 travel allocation be paused
and brought to the EC for discussion and vote.

*Here's why:*

Travel allocation affects all EC members and their opportunities. This is *not
a chair-alone decision*, it requires EC consultation and consensus. ICANN's
own guidelines emphasize transparent, documented processes. A unilateral
announcement doesn't meet that standard.

If you had approached this consultatively, brought data to the EC, asked
for input, discussed criteria, I would have been more than happy to step
back and support whatever the group decided. I've done it before. That's
not the issue.

*The issue is the process. And the pattern.*

This isn't the first time decisions affecting EC members have been made
unilaterally and then justified after the fact. That erodes trust in the
chair role and the EC as a deliberative body.

*Questions for Wisdom:*

   1. *When did you bring this allocation to the EC for discussion?* And if
   you didn't, why not?
   2. *What documented process did you follow to make this decision?* Can
   you share it?
   3. *How is prioritizing people who have already traveled consistent with
   "fairness and balanced regional representation"?*
   4. *You say you considered "overall travel participation", did you
   factor in that some EC members have had zero NCUC-funded opportunities
   while others have had multiple?* How did that inform your choice?
   5. *This is a pattern.* How many EC decisions have you made unilaterally
   in the past term? Can you commit that travel allocation will be different?

*I move that:*

   1. The ICANN 87 allocation decision is paused
   2. We meet (EC) to discuss travel allocation criteria and fairness
   principles
   3. We vote on the allocation as a group
   4. Going forward, major decisions are consultative, not announced

Wisdom, I respect the chair role. But it comes with responsibility to the
EC, not authority over it. I'm hoping we can resolve this at the EC level
through proper process. This issue, *governance, fairness, consultation*,
is too important to sidestep, and I know the broader NCUC community would
expect us to handle it thoughtfully.

I'm asking for your commitment to change how this is being handled.
