Thank you for your email and for sharing your concerns.

First, I would like to acknowledge that your inability to attend ICANN 86
was due to circumstances beyond your control. I appreciate that you applied
for your visa in a timely manner, provided the required documentation, and
worked closely with the ICANN travel team throughout the process. At no
point have I suggested otherwise.

I also understand your disappointment, particularly given your view that
you have not benefited from an ICANN-funded travel opportunity during this
term or the previous one.

That said, the allocation of travel support for ICANN 87 was not based on
whether an individual was unable to utilise a slot at ICANN 86. Rather, it
was based on a review of overall travel participation, regional balance,
and the need to ensure fairness across the entire executive committee.

As Chair, I have a responsibility to consider all EC members when
allocating the limited travel opportunities available to NCUC. While the
loss of the ICANN 86 travel opportunity was unfortunate, it does not
automatically create an entitlement to the next available slot. If we were
to adopt such an approach, it could unintentionally disadvantage other EC
members who are also awaiting opportunities to participate through
NCUC-supported travel.

My intention in sharing the travel statistics was to provide transparency
regarding the basis on which the allocation was made. The objective was not
to exclude any individual, but rather to ensure that travel opportunities
are distributed as fairly and equitably as possible across the EC while
maintaining balanced regional representation.

I value your contributions to NCUC and your commitment to our work. Your
concerns are duly noted, and I believe they highlight the need for us as an
EC to continue discussing and refining our travel allocation principles so
that expectations are clear and consistently applied going forward.
