Dear Members of the DNS Abuse Standing Committee (DASC),
Dear CCNSO Secretariat,

I hope this message finds you well.

On behalf of the Non-Commercial Users Constituency (NCUC), I am pleased to
invite a representative from the ccNSO, preferably from the Latin America
and Caribbean region, to maintain regional diversity on our panel, to
participate as a speaker in our upcoming quarterly webinar:

*Webinar Title:* *"From Policy to Practice: How DNS Abuse Mitigation
Impacts Civil Society and End Users"*
*Date:* February 11, 2026
*Time:* 15:00 UTC
*Duration:* 80 minutes

*Zoom registration link: *Click to register here to receive the Zoom
details <https://icann.zoom.us/meeting/register/R_xUKLZGSzOTOaNknOEhSw>

*Time Zone: *check your time zone:
<https://www.timeanddate.com/worldclock/fixedtime.html?msg=NCUC+Quarterly+Webinar&iso=20260211T15&p1=1440&ah=1&am=20>

The webinar will explore the practical impacts of DNS abuse mitigation on
civil society and end users, focusing on how enforcement measures operate
in real-world contexts and whether current frameworks adequately safeguard
due process and human rights. This session aims to bridge the gap between
policy and implementation while highlighting perspectives from diverse
regions.

We would particularly value a speaker who can address:

   1. Current strategies and actions ccTLDs are implementing regarding DNS
   abuse mitigation
   2. Regional perspectives and challenges specific to Latin America and
   the Caribbean
   3. If within the panellist’s expertise and the scope of DASC-related
discussions, the intersection of human rights and DNS abuse
enforcement, particularly
concerning due process, freedom of expression, and privacy

Please let us know if you have a suitable candidate in mind or if you
require any additional information. For your reference, we have attached
the draft concept note with further details.

Thank you very much for your consideration, and we look forward to your
earliest response.

Best regards,
