[NCUC-EC] 2026 NomCom Delegate

Dear all,

Following my stance regarding the selection process of NCUC or NCSG
positions, I'd go with the person that have showed the most and most
consistent work for the benefit of our community, so my vote goes to
Stephanie Perrin. She fulfilled what we would expect as requisites to the
role and her background and capacities are aligned with NomCom work.
