[NCUC-EC] Appointment of the NCSG FC

Hi everyone!

For the reasons expressed at our call, regarding active participation
specifically in tasks related to the non-commercial community, which is my
main criterion for almost all selective processes (highlighting that I
don't find a problem to be active in two ICANN groups at the same time, as
long as you are able to contribute to growing both of them and go through
with the tasks you candidate yourself to do), I find Pascal to be our best
option here, especially because of the commentaries of others who were in
the NCSG before me, while I'm also seeing he is trying to be more active in
our community again.
