On behalf of the Non-Commercial Users Constituency (NCUC), I am pleased to
invite you to serve as *Moderator* for our upcoming *NCUC Quarterly
Webinar* series
scheduled for *25 August 2025 at 15:00 UTC +00*.
This inaugural session in our 2025 webinar series will focus on the theme:
*“Safeguarding Digital Rights in the Face of Fragmentation: Civil Society’s
Role in Shaping a Resilient Internet in the WSIS+20 Process.”*
As the global Internet governance community prepares for the WSIS+20
review, civil society’s voice is critical in defending digital rights and
countering the growing risks of Internet fragmentation, driven by
geopolitical tensions, divergent regulations, competing technical
standards, and duplicated governance processes.
We believe you are the ideal person to moderate this high-level
conversation. Your extensive experience within ICANN, particularly in
policy development and governance, your long-standing advocacy for *data
protection, privacy, and human rights*, as well as your deep understanding
of *DNS abuse prevention** and deep understanding of ICANN policy
development*, make you uniquely positioned to guide this discussion. Over
the years, you have demonstrated the ability to balance technical, policy,
and human rights perspectives, skills that are crucial for navigating the
complexity of this topic.
As *Moderator*, you will play a pivotal role in:
- Steering the conversation and ensuring a balanced exchange of
perspectives across all five ICANN regions.
- Drawing on your ICANN experience to connect the discussion to
real-world policy processes.
- Highlighting intersections between Internet fragmentation, data
protection, DNS stability, and rights-based approaches.
- Engaging the speakers and audience in a way that sparks thoughtful,
solution-oriented dialogue.
*Session Objectives:*
- Examine the implications of Internet fragmentation for civil society
and digital rights.
- Highlight the role of civil society in shaping WSIS+20 outcomes.
- Share regional strategies, challenges, and best practices in digital
rights advocacy and Internet governance.
- Promote inclusive participation from the Global South and
underrepresented voices.
*Format & Agenda:*
- Opening Remarks and brief update (NCUC leadership/guest experts)
- Panel Discussion featuring five regional speakers (Africa,
Asia-Pacific, Europe, Latin America & Caribbean, North America)
- Moderated Q&A and interactive dialogue
- Closing reflections and next steps
*Expected Outcomes:*
- Documented regional civil society perspectives on WSIS+20 and Internet
fragmentation.
- Strengthened inter-regional collaboration and awareness of emerging
digital rights challenges.
- Strategic input to guide future NCUC interventions in ICANN and global
policy forums.
Your ability to weave together complex policy, technical, and rights-based
issues will be key to making this first NCUC Quarterly Webinar both
impactful and memorable.
