[NCUC-EC] Finalizing NCUC Webinar Plans and EC Conforming Speakers, and Invitation

Dear EC,
I hope you're doing well.
We need to finalise preparations for the upcoming NCUC webinar this week.
Andrea has shared a list of proposed speakers from the five ICANN regions.
Kindly review the nominations and confirm the speaker representing your
region. If you feel the suggested candidate is not the best fit, please
don’t hesitate to recommend an alternative, so we can extend an invitation
accordingly.
Although the webinar was initially scheduled for this week, competing
commitments and scheduling conflicts have affected our progress. After
consulting with Andrea, we are considering a new date. She has confirmed
that 25th August 2025 is currently free of major ICANN activities, and I’ll
ask her to reserve this date. This will allow us more time to prepare
effectively.

We also need to appoint a moderator who is well-versed in ICANN,
non-commercial, and Internet governance and has a solid understanding of
global geopolitical dynamics. I would like to propose *Stephanie Perrin,*
who was recently appointed to the NomCom. However, if you have another
candidate in mind who meets these criteria, please feel free to suggest
them.
Another important item is agreeing on a webinar theme *(Topic)* that
resonates across all five regions. This will guide the development of the
session's terms of reference, which will be shared with speakers, members,
and the general public. I propose the following for EC's review:

*Proposed Topic:*
“Safeguarding Digital Rights in the Face of Fragmentation: Civil Society’s
Role in Shaping a Resilient Internet”
*Rationale:Internet fragmentation:* A growing challenge influenced by
geopolitical tensions, divergent national regulations, and technical
developments.
*Digital rights and freedoms*: Central to civil society’s mission, touching
on access, privacy, freedom of expression, and equality.
*Civil society engagement:* Highlights regional strategies for meaningful
civil society participation in internet governance, both within ICANN and
in broader spaces.
*Inclusion of Global South perspectives:* Ensures that underrepresented
voices are part of the conversation while tackling globally relevant
Internet issues.
*Policy intersections:* Open space for discussion on data sovereignty, DNS
abuse, content regulation, and multistakeholder governance.
I look forward to your feedback on the proposed speakers, moderator, and
theme (Topic). Let’s aim to finalise by the end of this week.
