[NCUC-EC] [EC Vote] NCSG Half Day Session in pre-ICANN83

Hi everyone!

Just a reminder of the suggested deadline so people can have some time to
book their flight. It is, however, not a hard deadline, so this could be
more comfortable for the people waiting for our decision. If we can't
decide this today or tomorrow, then I can communicate to the travelers who
are on hold that we will have to wait for the NCUC meeting so they can plan
ahead to book their flights as soon as we have a decision.
