Hi Namra!

We are proposing to limit to the same as other EC positions - the chair
should have 3 terms max, and this should be established more clearly. To
provide some background, this is what our bylaws say:

IV. Executive Committee

The same text isn't repeated to the chair, however, we also have this:

VII. Leaving Office

(...) H. (...)Term limits and regular elections, as well as removal

So we discussed before these last elections and came to the conclusion that
this was an unintended gap in the bylaws, and we should correct them as
soon as possible. We also need urgently to define those removal procedures
of officers who fail to perform their responsibilities, since this was has
been a point of criticism from different parts of the community for at
least a few years (and there are no real tools to deal with it objectively).

Regarding the NCUC PC, we are still not making any changes, the OP does not
allow us to do that. This first step was just about scoping the sections,
all changes should be built with the task force, after an open call with
the community:

XV. Developing and Reviewing Operating Procedures

Anyway, I'm saying this only because this was also a thing that appeared in
the WhatsApp group.

Nevertheless, I know that your question is more related to the background
part. The NCUC Policy Committee was supposed to work in parallel to the
NCSG PC, in synergy, but at least since I joined we do not have enough
people working with policy issues in the membership (even among leadership
positions), so this kinda never took off. Our previous chair tried to
revive this PC but with no success (I think we have a Public Comment
submitted as NCUC PC, but I don't remember how the process was made and who
worked on it). Our policy work ends up being done mostly on an NCSG level,
and the NCSG PC is working adequately, so all the efforts kinda go in that
direction. I think that if someday we have so many people involved that we
start to have different and equally valid opinions within the NCSG, as to
merit a separate submission by another group from the NCUC, this would be
an interesting tool to have - but I don't see this happening in the near
future, because policymaking seems to be currently concentrated in NCUC
members (although NPOC also has some great people working on policy) or at
least on people that nowadays identify more as NCSG, but are formally NCUC
as well.
