[NCUC-EC] [NCUC-DISCUSS] NomCom Delegate Applications for the 2025 Term

Fully agreed, this is one of my personal topics in fact that I want to
understand why the nomcom is not more open. Lots to learn but will be as
transparent as possible during the course of the process.
