[NCUC-EC] FW: [NCUC-DISCUSS] ICANN81 NCUC Outreach

Dear NCUC EC,
Thank you for your requests. The outreach was uncertain until we secured a
venue.

I waited for the EC responsible to create an agenda after communicating on
the mailing list.

Currently, there is just a draft agenda to reach out to the local community
in Istanbul.
