Thanks, Julf. That's good context and explanation of the process for the NCSG travel arrangements.

My question was whether the process used to make the NCUC appointment complied with the relevant bylaws and operating procedures.

Just to clarify, the NCSG EC gets 3 travel slots. Traditionally one of them is assigned to the NCSG chair, and 1 each to a NCUC and a NPOC representative on the NCSG EC. Thus the travel slots are not NCUC or NPOC slots, but NCSG EC slots and are meant for NCSG EC members. In this case we had a situation where one NCUC NCSG EC rep (David) was unable to travel, and the other (Farzaneh) already got a travel slot as a councilor. Meanwhile NPOC had two reps who could use a travel slot. Thus it would have been natural to allocate the two EC rep slots to the NPOC reps if NCUC was unable to use the travel slot for their NCSG EC reps.
