[NCUC-EC] Fwd: Invoice for NCUC issue forum report

Dear Mili and all,
This should not be a problem since we approved the invoice initially.
The treasurer would just write a little note to justify the reason for the
change from the initial plan.
 I believe the payment can go ahead.
