[NCUC-EC] ICANN82 NCUC Sessions - Decision time

I think it's a good idea. I have liked the NCUC issue forum in the past and
i believe this time around you want to keep it focused more on the
community update. In that case, collaborating on an issue themed session
with NCSG is a good call.
