[NCUC-EC] ICANN77 NCUC Agenda

Hi Andrea and Ken

I have added suggestions of agenda items (in blue) for us to check and
discuss if it's doable in 45 minutes.
Also thinking that having a better idea on the policy topics which are
going to be discussed in the special session would help us have more
targeted topics in the NCUC session.
