Dear Fellows,
My name is Cláudio Lucena, I am a Brazilian member of the NCUC, and I have just been appointed as a member of its Executive Committee, representing Latin America and the Caribbean. 
The position had been open for some time, with no volunteers stepping up. I did so close to the end of the year, and for that reason the appointment came a bit late to be included in the regular travel procedures for the constituency. I believe CROP is a valid alternative to help me resume my activities and engagement, considering I will necessarily be connected and active during the year.

I have been a fellow and then a mentor in the fellowship programme from 2017 on, and I was quite active in the jurisdiction, data protection and DNS abuse issues that were being discussed back then. Apart from that, I used to take part in a number of capacity building initiatives in the different countries I used to live in, and during the meetings, in related sessions, fellowships and mentorship programs. During the pandemics, however, I was not very active in the discussions or followed meetings, although in the meantime I have engaged in very relevant national initiatives, such as the first composition of the National Privacy and Data Protection Council in Brazil, the Internet Security and Rights Chamber at CGI.Brasil, as well as in the development of other technology policy related debates and applied research projects. 

 

My plan is to use the CROP slot since the meeting takes place in my region as a way to streamline my engagement in the Executive Committee, and with that, my participation and conditions for actively contributing during the period ahead serving the NCUC EC. 

 

Particularly, apart from resuming the outreach and capacity building initiatives to which I am naturally well-connected through my professional network, and my institutional and academic duties, I am ready and willing to contribute in the discussions and possible proposals that concern the current issues of the interplay between ICANN bylaws and national legislation and of the improvements in the multistakeholder model for the future. Those will be debates to which I would already be connected due to my regular professional interests and attributions, and which I will be able to develop further through my position in the EC along the year, starting with a participation in the next meeting, should these slot be granted.
