[NCUC-EC] FY23 CROP

Hi Benjamin and all
  I think this document will be filled by the selected CROP fundee after we
make a decision as per:
https://community.icann.org/display/soacabout/FY23+CROP++Procedures+and+Guidelines

I also looked at the deadline and we need to submit the name of the CROP
funded by jan 20 so perhaps we should send out the announcement today and
invite interest up to Jan 15 so we have 2-3 days to deliberate and announce
the final name on Jan 19 on the list so we can submit it to ICANN before
Jan 20.

@Andrea Glandon <andrea.glandon at icann.org> kindly confirm if this works.
