[NCUC-EC] Updated NCUC EC Email List

Dear Ines,
Thank you for the question, first this issue had been raised in previous
conversations. However an event during the meeting instigated those of us
present to agree to review the EC mailing list.

The Bylaw requires the current ECs to be on the EC mailing list.

For your reference, I will encourage you to listen to yesterday's meeting's
recording or read the meeting's transcript. It will help give context to
the situation.
