[NCUC-EC] NCUC at NCSG open tomorrow

Here is what I had in mind for tomorrow's NCUC bit as part of the NCSG open:

- Talk about our ongoing org outreach plan
- Remind people that we need someone for the APAC seat on the EC
- Announce leadership transition
