[NCUC-EC] Info point on constituency/SG sessions at meetings

Hi all,

Following a discussion with Raoul, Bruna and our staff support Maryam and
Brenda, a quick point on how we will proceed from now on as to the
scheduling of constituency and SG sessions during ICANN meetings.

   - Statutorily, there will not be constituency sessions during the policy
   (summer, shorter) meeting, only one SG meeting. If we want a constituency
   meeting in addition to the SG one, it will need to be requested
   specifically. Not that it would be a problem to get a spot, though. This
   "rule" is a reflection of what has become somewhat of a practice in the
   last years.
   - For all ICANN meetings and for all sessions of our initiative,
   coordination with the NCSG chair will also be the default, in order to
   shape the agenda of both our session(s) and that of the SG. This is all so
   that we avoid duplication.
   - The EC chair will be in charge of designating an alternate session
   chair for each of our sessions during meetings. So in case something
   happens, there is someone else ready to jump in, start the call/session and
   chair/moderate it.
