[NCUC-EC] For review: call for NCUC rep on NCSG EC

Hi Raphael,

Looks good to me as well. I just didn't get whether it is a call for two seats or just one for a moment and the next call will be launched later when Robin's term is up. Maybe that could be clarified in the announcement.
