[NCUC-EC] For review: call for NCUC rep on NCSG EC

Dear EC,

It seems like we also need to have someone replace me (and eventually
Robin, if she chooses not to continue) as NCUC rep on the NCSG EC. And so
we also need a call for that.

Let's give ourselves until Friday COB, given that US election results will
probably suck up a bit of our time (but hopefully not too much of our
