[NCUC-EC] URGENT: CROP

Dear all,

We did not get any applications for Rightscon, and the deadline for using
the crop with it is gone. Therefore, for us not to lose the third crop
slot, should we use it with a runner up in the crop applications?

Additionally, Robin Gross wrote to me a few weeks ago, asking if we had any
funding opportunities for Marrakech. This leads me to another question:
should we open a call for travel support  with NCUC money ? Last time we
funded someone I guess was the IGF, so it might be good.
