[NCUC-EC] [time sentitive] NCUC ABRs

Yes, I have been thinking about submitting an ABR around participation at
global events, such as the IGF. With CROPs being regional now and mostly
attained to ICANN meetings, we lost some good opportunities of
participation in important events.
So maybe we could submit something on the grounds of organising a
side-event, that could or could not be cross-community, to discuss Civil
Society Participation in Internet Governance. - but I would need your guys
help to better develop the idea.
