[NCUC-EC] [Time Sensitive] NCUC Appointee to the NCSG Finance Committee - deliberation until 28th february

Dear EC,
The period for applications to the NCUC Appointee to the FC is now over and
we received a total of three applications. Unfortunately one of them was
conditional to Thato's application, when submitting this application the
member said that he would withdraw it if Thato had applied.
Therefore, I submit for your deliberation Ayden's and Thato's application.
Reminding you all that this call was only for one appointee to the FC but
NCUC can also add an observer to the FC list.
According to our call, and NCUC operating procedures, the EC should take
into consideration the following characteristics while assessing the
applications and the NCSG Chair (cc'd here) is very much welcome in this
deliberation:
a. Has a depth of expertise in financial management, forensic accounting,
and/or budgeting.
b. Candidates should also highlight their practical understanding of
financial accounts, risk management, and understanding of auditing
processes, as well as any experience with grant seeking and/or fundraising.
*Additional general requirements*
- The candidate must submit an updated Statement of Interest (SoI).
- It is desirable for the candidate to have participated in public comment
efforts, and be an active member in one or more Working Groups (WG) within
ICANN or generally been contributing by being involved with outreach and
NCUC events.
*Ayden's Application to the NCUC appointee to the FC: *
*I am writing to express my interest in representing the NCUC on the NCSG
Finance Committee. I would like to work to professionalize the NCSG Finance
Committee by creating internal operating procedures and helping the
Committee better understand its limited roles and responsibilities as
envisioned and articulated in its charter. *
*By way of background, I am currently the Chair of the GNSO Council's
Standing Committee on ICANN Budget and Operations, where we have
representation from across the entire GNSO and close contact with the ICANN
Finance Department, and I represent the NCSG on the GNSO Council. I have
also served as the penholder, responsible for drafting the NCSG's comment
on the ICANN Budget, for the past three years. I am familiar with ICANN's
budgetary process, strategic planning process, and reserve fund
replenishment activities.*
*Outside of ICANN, I am a tech policy fellow with the Mozilla Foundation. I
have the great privilege of being able to manage my own time, and so if
selected to represent the NCUC on this important committee, I would be able
to juggle around existing responsibilities in order to carry out this new
role.*

*Thato's application to NCUC Appointee to the FC: *
*I just wanted to express my interest in representing NCUC in the NCSG
Finance Committee for the coming term as I believe that the work that has
started needs to be completed. In this role I have been working with FC and
community members to finalise the FC Operational Procedures which is a
serious exercise, especially with limited number of volunteers. The work of
the FC has been faced with challenges due to diverse views of community and
committee members in regard to functions, autonomy and authority of the FC
within NCSG.*
*The FC during the current term, worked on ABR analysis and started
developing reference document like action plans and summaries of ABRs.
During the coming term, I intend to ensure that this committee opens
participation for more volunteers and members to participate in this
committee which is still at its early phases. The planned work streams or
tracks include CIVI CRM, Auction Proceeds, ICANN, IANA/PTI budgets and
plans, Reserve fund and fundraising amongst other priorities, I believe
this will create another alternative for community members to participate
and get involved within NCSG activities and committees.*
*Personally, I have participated in ICANN Africa regional strategy, ICANN
budget and plans community comments and helped facilitate draft of comments
on the ICANN Africa Strategy, IANA/PTI budget and plans, including the
first FC Operational Procedures. I also intend to make the FC more visible
within the community as the first term was centred around a firm
establishment of the Finance Committee structure, procedures and
understanding the nature and extend of involved activities. I have
coordinated NCUC outreach pre ICANN59, managed NCUC stall at IGF2017,
represented the FC in ICANN62 and will again be representing the committee
during ICANN64.*
*I am a qualified financial accountant with over 5-years’ experience in
managing finances and budgets in civil society. I plan to ensure that
resources are always sufficient for membership management systems, policy
development, capacity building, outreach and other community and committee
related activities.*
*I hope the NCUC EC will give me another opportunity to contribute to
activities of the Finance Committee and represent NCUC as I also intend to
intensify engagement of constituencies and the NCSG committees in order to
enable mainstreaming of the FC within NCSG activities.*
