[NCUC-EC] NCUC Booth at the IGF

Dear EC,

Due to lack of oppositions at this list, I decided to request a booth for
NCUC. While last year's organization with regards to booth times and who
was actually engaging with it was a bit problematic, I decided to give it
another go as its an important outreach tool to us.
