[NCUC-EC] ncuc materials

Dear EC

Adam asks if each regional EC could hold an ncuc banner for maybe events in
the region.
These are still a promise and to be printed and distributed as opportunity
comes up, I think.
If no opposition by 9mai cob I'll confirm that
