[NCUC-EC] EC Call time suggestions

As mentioned, we'll have Policy Course call 20th April 13UTC
I'd suggest we book an EC call after this call, as it was the time of the
last one.
If no objections this will be actioned by Tue 3 Apr when a few stack of
tasks is to be resumed
