[NCUC-EC] Sending NCUC General Outline @ICANN61 to list?

Hi

Made a few edits, looks good to me

Again, I really think what makes the difference is a personal note so
my advice would be everyone to send their own personal take on ICANN61
(w/ the text too) and invite members to join remotely. Just voicing
this thought out loud.
