[NCUC-EC] Implementation of new bylaws - Vice-chair election and Policy Committee NCUC

Thank you Bruna and Ines for stating your intentions regarding the
Vice-Chair role.
Please the rest of the EC state your intentions too.
This is something we have to decide rather quickly, for a number of
reasons, it would be good to have a replacement for the Chair role.
