[NCUC-EC] Implementation of new bylaws - Vice-chair election and Policy Committee NCUC

Hi everyone

So please if you are interested in being vice-chair send your
statement of interest to this list.
Votes can be sent to the list too
And if there is any need to talk to candidates it can be done in the
next EC meeting
