[NCUC-EC] travel funding

Dear David,

Unfortunately the EC did not conclude in support of your request.
The EC is thankful for your work on the RDS WG but NCUC is becoming more
fiscal prudent and EC are following Operating Procedures more sternly so
couldn't adjust your request.

In case of a last minute available slot certainly we re-examine.

Hope you can still remain engaged with NCUC in upcoming WGs
