[NCUC-EC] Decision on what remains of website/database budget

Hi Elsa

In fact, the 48h is just for EC. But we can surely go for 72h.
I have no idea if we will be manage to access these funds easily,
whichever decision we take.
Seems there are bureaucratic hoops to jump and information to obtain
in order to make these payments.
