[NCUC-EC] payment for At-Large Outreach

Dear EC who will be in ICANN63

As you know NCUC has had a request for funding for At-Large outreach.
This was not approved to ABR but moved to core budget.

The NCUC EC team involved with At-Large Outreach will mainly have to
work on that.

What can you get with sponsorship to the event (you already have a
request for drinks) and with whom (Maryam and Adam can advise).

It is also important to know that since this event became NCSG
At-Large Outreach, it won't come back to being NCUC At-Large Outreach
so you'll have to baptize it as you wish too.
