[NCUC-EC] NCSG/NPOC/NCUC E-Team

Yes NCUC has 5000 USD until January to spend, then I don't know what will
happen and if we get more budget next year. Last year when we didn't spend
it it was moved forward to this year.

Up to you if you want the appointed member to be involved with budgeting
too, it certainly helps since they will be involved and can evaluate the
future needs.

I think Bruna volunteered to be a part of tech team and wants to attend the
discovery meeting, so I will add her to the Tech Team mailing lits.
