[NCUC-EC] NCUC 1st hackerspace membership

Thanks for the comment.
I'm not sure yet how we would go about becoming members because my
idea was a partnership, maybe we could train local activists or the
organization could become a member too.

But I am now rethinking this as a path for NCUC. I think maybe it
would be best another setting.

If I have other options, I'll let you all know.
