[NCUC-EC] GNSO Travel Reallocation - per diem

Dear EC

This is to inform you that I have spoken w/ the NCUC mentee who got my
hotel reallocation in Puerto Rico.
If this mentee receives the per diem, it will be settled between the
NCUC mentees and NCUC can offset the amount on reimbursements.
