[NCUC-EC] note about CROP applications in evaluation

Dear EC

Please let's settle as deadline to evaluate the CROP applications
available until 23feb

This is important because applicants can also seek for other sources
of funding and, if found, maybe the CROP can be allocated to someone
else.
