[NCUC-EC] Managed hosting for NCUC

Dear NCUC Exec Comm

At the moment NCUC and NCSG data are being hosted on Tapani's server. He
mentioned it to us and it is better to host all NCUC and NCSG data in a
managed hosting service with two admins. James is willing to do this and
has already suggested AWS, details below:

James will set up the infrastructure and migrates NCUC website data.

Service can be paid by annual billing which is cheaper.

This means that if you decide to approve this plan,  you will be paying for
hosting NCSG data as well but the cost is not a lot and if NPOC wants to
join then we can just split the cost into three or just use NCSG budget for
it from next year on. [whatever decisionmakers say]

If you approve, then you need to ask your treasurer to pay for the service
from the  NCUC bank account and get reimbursed by ICANN.
