[NCUC-EC] Policy Committee NCUC Procedures Drafting

That is also my recollection of where we left things - but I wasn't at
ICANN62, so I can't speak to what was discussed there. I also don't have
any real objection to taking this forward, though I won't be able to
develop the draft myself.
