[NCUC-EC] NCUC rep for CIVICRM stuff

Hi,

Doesn't the rep need to be someone from the EC? Given that it's sensitive
data, I think it should be someone with an official position (no offence to
Claudio, of course, who I'm sure is trustworthy :)).

Anyway - I support Bruna being the rep.
