[NCUC-EC] Approving the operating procedures for NCUC

Dear EC,

Today was the last day of the second reading of the NCUC operating
procedures. I have gone through all the comments and tried to resolve.

It is time for us to go through the operating procedures and vote on it by
15 September.

Please cast your vote by 15 September. When the majority of EC has voted
for the approval of the operating procedures I will announce it on the list
and we will put it on the website.

I have asked Maryam to fix some of the numbering of the document but at
this stage, no substantive changes will be made anymore and only editorial,
stylistic changes can take place.
