IGF Brazil has extended its deadline and we have now finally condensed
all the discussion on NCUC list about DNS Policy and content
regulation into a proposal

I've already made informal consultations w/ experienced NCUC members
but please review this proposal to go out as NCUC

Deadline to send it is 3 Sept

Gustavo Paiva is a new keen member, copied here, and he was the main
