[NCUC-EC] UPDATED: IGF Travel Support Applications

Louise was ok with being allocated 820 USD. Arsene was ok with being
allocated 820 USD but he has to raise the rest of it. I already told
Kholoud she has been approved for what she asked for so that she goes ahead
with booking.
