[NCUC-EC] UPDATED: IGF Travel Support Applications

I agree with most of you on saving the Crop this time.
Also, Tatiana s comment on allocation of per diem deserves attention.
Something else worth noting, I dont know when the applications were
received by Maryam but for Khouloud for example, who detailed very well how
much she needs and even provided a link, the ticket price has probably gone
up so we might want to go up to 500$ and if her ticket receipt shows less
then she will have what is exactly on her ticket.
In this way, 1500$ could be split between Louise and Arsene to enable both
to attend and also to be consistent on the per diem policy.

I can't agree more on being careful with changing decision or course of
actions - I also don't like it. To be honest, I don't like it any bit.
But when the choice is about allocating funds properly, I can make an
exception as changing the course of actions looks better than shooting
ourselves in the foot as this CROP can be better allocated in the future.
Even to Joash, given that in the future there will be some great activity
in the NCUC shown.
Cheers,
Tanya

>>>>>>>> Names Supporting Organization (GNSO) constituted by Article XX, Section of
>>>>>>>> ICANN's Bylaws. Its main objective is to represent the interests and
>>>>>>>> positions of individuals and the civil society involved in non-commercial
>>>>>>>> Internet activities such as education, promotion of arts, religion,
>>>>>>>> children's welfare, scientific research, and others using internet as a
>>>>>>>> global communication method. The NCUC was the original voice of
>>>>>>>> non-commercial interests within ICANN; however, a major restructuring of
>>>>>>>> the GNSO took place in 2008. The new structure allows for the number
>>>>>>>> of constituencies to constantly be in flux, while providing a
>>>>>>>> constant voice through the Stakeholder Groups. Thus, the NCUC was
>>>>>>>> the predecessor of the NCSG, and is now a part of it.
