[NCUC-EC] Fwd: 2017 NCUC Elections Ballot

Looks good to me - should we list the candidates alphabetically though?
It's a small thing, I know, but I would suggest that's the best way to
ensure a level playing field (perhaps with the exception of the "Abstain"
option, which I think should remain at the end).
