[NCUC-EC] NCUC Community Travel response

Just gave the document a read and I also agree with Michael's position,
allowing ourselves to support the 'premium seats' doesn't sound nice. Apart
from the medical/age cases, supporting the idea of flying community members
on 1st class based on the fact that the flights are long or the connections
are hard when the price of one of those seats could normally fly 2 to 3 ppl
just doesn't sound right.

I can agree with the arrival requirement being set for 12h before the
business day, though.
