[NCUC-EC] ICANN Joburg travel support

Hi,

No GNSO won't be covering that. We have to cover those costs by from NCUC
budget or ask ICANN to fund it somehow. Hence I think it's important to go
with Tatiana suggestion to split the travel support to two segments for
covering such costs too.
