[NCUC-EC] ICANN Joburg travel support

Thanks for your understanding, Farz. I can reiterate that I will contribute
as much as I can to the preparation of the outreach and any other work EC
has to do before the meeting. Even if I am not on-site (sadness), I hope I
still can contribute.
